That's the last attack Bulbasaur can learn, so it could have demonstrated Bulbasaur's reason as wanting to become as powerful as possible before moving on to the next stage. Then it could have become Venusaur during that one Johto episode where it gets crushed under a boulder, using its larger size to lift it off.
