Pokemon & Digimon are both fictional so they can be as strong as writers wants as long as they abide by the rule they set in their own fiction. Based on that, Pokemon potencial is higher than Digimon since all Digimon has to be a Digital lifeform from Digital world while Pokemon can Organic, Digital or outright Aliens.
