PNG compresses by looking for areas with the same color, so it doesn't just save data for every individual pixel. It's good for anime-style art which uses simple cel shading. Lots of flat areas with the same color and clean lines.
JPG compresses by creating "averages" between pixels, which makes it really good for images that naturally have a lot of variation in color for each pixel like photographs or anything with a grain filter. But it's really bad for anything with clean, sharp lines because it can't compress much there. JPGs make these illustrations look "crunchy" when compressed.
