To be honest, in place of Gamefreak I would be even more ass and just make PvP unlocked in post-game only and make damn sure that players cannot just cheat through it.
PvP is supposed to be end game anyway, the final activity for people that want more after beating the single play campaign. Make anything required for it available in post game.

I think that'd ruin the fun of playing through a pokemon game with a friend and battling at each milestone, but on the other hand the reaction to that would be very funny
