I'd you think so then the line of logic makes sense.
If you don't feel bugs and the like are cheats then I don't see the logic.
the idea of "developer intent" doesn't really work.
Some bugs become features, cheats and codes are often unlockables but we would definitely agree they are cheating even though they are intended.
RNG manipulation to the degree it's used for isn't developer intended and would take a literal fuckton of hours adding trial and error to confirm methods/results.
You can argue that it's the methods of how the knowledge is obtained is cheating by using third party software.
But by that logic using an IV calculator would be considered cheating.
Not to mention some RNG modification was put into the game like pokeradar.
