He was part of my original team when I first got Blue shortly after release. Loved his design (and the idea of him being a prehistoric Pokemon), so the moment I could add him to my team, I did. Even though he wasn't available until late in the game, I still got plenty of use out of him because I battled the Elite Four over and over again so my team would be stronger every time I battled my friends, and later on, for use in Stadium.
I can't speak of his popularity (or lack thereof), but he was popular with me back in the day and I still have a soft spot for him.

I used an Omastar against victory road and the E4 in Red. It's not really difficult since you can just level it up in victory road or the Pokemon mansion pretty fast.

I understand if you're only playing for the single-player and want to beat the game. If you're battling others with the Link Cable or playing the Stadium games, then as the other anon said, areas like Victory Road are good places to level up your Pokemon for other battles besides against the E4.
