I think in terms of some more apt gym challenges they could've been;
1) Katy - Gym Challenge involves collecting ingredients for and making desserts, expand on the cooking mechanic for the PokePicnic by giving more options than just sandwiches.
2) Brassius - Gym challenge involves exploring Artazon to identify statues based on Brassius' description, also should involve that hedge maze in the middle of the town. If you still wanted to incorporate Sunflora then have one of the statue descriptions say something like "A living monument to Artazon that guards the town" and the player has to find some giant Sunflora that is pretending to be one of the sunflora statues.
3) Iono - Capture pictures from a number of locations across Levincia that capture the energy of the city (i.e. lights, Iono's self-advertising and cheering fans), makes use of the camera functionality in the game and maybe have bonus points for capturing pictures of the Pokemon on Iono's team.
4) Kofu - Gym Challenge involves collecting ingredients for and making a Paella, basically the same base concept as Katy's although would involve making use of fishing (I still don't understand why they didn't include it) since some ingredients would need to be fished up. The minigame would also differ where the dessert minigame would be akin to the Poffin minigame from Gen IV where it focused on rapid movements, the paella minigame would be akin to the Pokeblock minigame from Gen III where it focused on precise timing.
