Never mind the fact that Galar is only loosely based on the U.K. (therefore GF is free to add elements that don't exist in real life), U.K. is about 20% Asian/African, so the amount of dark skinned characters shouldn't be surprising at all. Its a hell of a lot more justified than LT Surge, a white guy, being in Kanto.
