Game Freak will claim the removal of breeding is to encourage catching Pokémon and the lack of genders is to harken back to Gen 1, but more likely it's because they messed something up in the programming that they can't fix in time with the friendliness to the current agenda being a bonus for TPC.
Captivate will likely get hit with the dexcut, but Attract and Infatuation may stay thanks to Cute Charm; now with no gender restrictions, the status becomes broken and meta-defining if no other changes are made to it.
