Funny how you cherry-picked the ONE gym leader in Hoenn who doesn't use any native mons; and even then his team was revamped in Emerald to include the Electrike line. Hoenn definitely has its issues, like Glacia's team being complete and utter dogshit, but don't pretend like Johto's league is any better. In Glacia's defense, she was limited to using the only two ice-type lines in her region. Someone like Bugsy has zero excuse. Johto had brand new bug-types up the wazoo (Pineco line, Spinarak line, Ledyba line, Heracross, Yanma), and yet he still uses two early-game shitmons from KANTOOOOO.

He's the second gymleader, gen 2 was designed as Gen 1 part 2 and Scyther genuinely didn't get the spotlight he deserves in gen 1.
Expecting him to run Heracross + Scyther + Pineco (which does nothing btu explode) is unreasonable that early in the game. Chikorita has it hard enough as is. also Scyther evolves into a Gen 2 mon. It works.
Meanwhile every Gymleader in Hoenn just use 2 of the same Pokemon or an Evo of that same Pokemon.

Seriously try playing Crystal and choosing Cyndaquil, you will actually just be buttfucked at Azalea Town if you don't go get a Bellsprout or grind like hell because there isn't anything at that point in the game that can consistently get over Silver's Croconaw. Every damn time I replay the game and forget about that so I always take Cyndaquil and then run into the same fucking wall.

Noctowl would just be impossible to out at that point in the game for most players, being somewhat bulky and evolved and having access to horseshit like Hypnosis and Night Shade. Plus there's nothing you can get at that stage of the game that hits it for 2x damage and it has STAB on Normals AND it's about 100 BST higher than Pidgeotto.

Isn't Falkner already distinct from the Sages because they use Grass types and he uses their natural weakness in Flying types? Hoothoot/Noctowl is essentially an early game nerfed Natu/Xatu with some psychic status moves but without access to STAB Psychic attacks

The way Gen 2 is programmed there are restrictions on how many Trainer-unique Pokemon there can be. So giving the first gym leader a unique Noctowl (that's still ridiculously bulky at that stage) means you maybe don't get to give a late-game trainer a real Mon with a real moveset.
Also, there's no point in giving an early trainer a FE mon and then gimping it's moves. You're not using Noctowl at all if you do that. There's an in-story reason Falkner's mons are shitters because he's taken over the Gym from his dad and is still raising his own team. Of all the trainers in Johto he and maybe Whitney need the least fixing.

I think Bellsprout is more so viewed as a sort of brahman for the Sprout Tower sages, whereas Hoothoot is moreso their proper training Pokemon, given only the sages on the top floor get to use Hoothoot I think they treat the line as something you have to work towards being allowed to have.

Also it is kind of weird that Falkner is dressed in traditional attire despite being distinct from the Sprout Tower. Anyhow one other thing I think would make Natu interesting as an early game challenge would be making use of its Special Attack, unfortunately because of Natu's learnset a typical Confusion or Psybeam isn't available but I think you could give it HP Psychic to compensate and would differentiate it from much of that early game since at that stage the most in terms of Special Attack you'll have seen from enemy Pokemon is Vine Whip on the Bellsprouts (which isn't even the case in HGSS).

Also I recall that the reason why Bellsprout is respected is due how flexible its stem body is. Weepinbell loses the stem. Had that cut weepinbell wvo made it into Gen2 it likely would have been used by some sages.

You're just giving it what it can learn at that level. At Lv. 9 Noctowl can only have Tackle, Peck, Foresight, Growl. It's not taht much harder to beat than the Pidgeotto and makes use of a Johto mon.

His Noctowl would have Peck, Tackle, Growl and Mud-Slap, and it wouldn't end up being noticeably more challenging than Pidgeotto- it might actually be less challenging due to significantly lower attack power..

I guess we're posting our takes on what the league should've been, this is my current idea, although sometimes I'll shift around certain Pokemon. This is more so for HGSS than GSC hence the cross-gen evolutions and is also why I turned Bugsy and Jasmine's teams into double battles to sort of emphasize that difference between HGSS to GSC, something I think the original games were kind of lacking.

I always like trying to portray Clair's team in contrast to Lance's hence her emphasis on Water-Type Pokemon compared to the Fire & Rock-Type Pokemon of Lance's team.

I would've liked to include more cross-gens but there aren't too many with good overlap for the league, maybe Electivire if you want to play into Jasmine's role at the Lighthouse more and Ambipom for Whitney but beyond that yeah not much to work with.

Flying is super effective on Grass. All the "fish" are ice type, flying or poison type, etc.
The only mon Chikorita is good against is Chuck's Poliwrath lol.

* There are balance reasons in the selection of pokemon teams. For example Gengar is more challenging than Misdreavus. Dewgong is a fairer challenge than Lapras or Jynx, etc.
* The new 100 was made to complement the 151 from Kanto.

Actually it’s not. Gengar’s only better sue to its higher SpA, which it never uses i Morty’s battle due to having only physical moves. Misdreavus is far better defensively (no psychic or ground weakness), while at the the same giving the one Chikoritafriend a chance to use its grass moves without being resisted

I prefer the idea of Metapod and Kakuna being replaced with Spinarak and Ledyba.
This also sidesteps the argument some people have about spoiling new Pokemon, because you could've already seen your version exclusive at that point. In fact, you already do see them when going against the Twins in the Gym (They could very well have Metapod and Kakuna instead)
This doesn't make Bugsy that much harder, but at least he has Gen 2 rep now, and doesn't come in with 2 Pokemon that famously do nothing of value.

Yeah it's kind of the issue with Gen II's gym choices, cause they didn't want to have any overlap with the Kanto Gyms, you end up with types which in Gen II were still very niche being forced into the role of a gym. I think they'd have been alright keeping Flying, Bug, Normal, Steel and Ice as Gyms but maybe should've had a Ground gym (since Giovanni was removed) and maybe a Grass and Water gym since both of those types got a lot of representation in Gen II.

Mantine can learn Twister and I thought Octillery could learn Dragon Pulse, but I was mistaken I think I mixed up Clawitzer and Octillery. Personally I would give Octillery Dragon Pulse as a move, it seems like it'd fit with a lot of the beam-based moves Octillery can learn.

Design wise I also think Octillery and Mantine compliment the more serene appearance of Kingdra and Dragonair.

Actually Gen 2 did a decent (far from perfect but good enough) job of filling out the dex
Ghost gym is fine. Morty's team would be perfect if they let let him have the new Ghost type instead of an extra Haunter
Fighting is fine, Just add the two new fully evolved Fighting types to Chuck's team
Only Dragon is questionable as a gym choice but even then Clair's team is solid what is is.

And all the above is assuming that Gen 2 leaders have to use stay on type when even Gen 1 had off type choices and Pryce himself breaks that rule with Seel. Ursaring is great for Chuck, Ampharos is as much a Dragon as Charizard is so Clair can have that, and there are plenty of Mystical, and Mysterious Pokemon for Morty.

The problem isn't gen 2 not haven't enough pokemon, Game Freak just didn't know how to handle new Pokemon at the time so the entire Gen 2 roster got Abandombed Middle Child Syndrome.
