It's impossible to truly quantify this, there's a couple of issues with trying to pick a least favorite
1. some random contrarian is going to say they used it ingame once and it's their 215th favorite so it doesn't count
2. certain Pokemon like pic related are so unremarkable that they loop around to being talked about because they're so forgotten about
3. After a certain point some Pokemon have just been around so long people have been given a chance to use or talk about them over the decade plus they've been around, so any Pokemon in Gens 1-3 are stricken from this discussion
4. Pokemon is just a massive fanbase and there's SOMEONE out there who's a big fan of s random shitter like Binacle.

The actual least talked about Pokemon is probably either a single or mid-stage Gen 4-8 Pokemon that sucks in comp and has an uninteresting design as well as no memorable gimmick. My personal money is on Stonjourner but recency bias aids it a little. We could probably get a rough estimate on the Pokemon discusssed the least if we search every Pokemon's name on the archive and see what comes up, but this only gives us a vague idea because as much as something like Baxcalibur is a comp threat, I doubt it has many fans.

All the most forgettable became popular for how forgettable they are.
In general, Gen 2 mons are among the most forgettable because of the nature of Gen 2 itself as well as how dispersed they were during Gen 3.

Elgyem always flies under the radar because people assume that an alien Pokemon HAS to be remembered and talked about, but no, it's pretty consistently at the bottom of all those "Can you name all the Pokemon!?!?!" quizzes and never appears in discussions even including threads like this one

Not the anon you’re replying to, but I started with Gen 1 and I remember finding Lumineon one of the standout mons of the Gen 4 dex when I first played it. I liked that it was a beautiful looking fish, so it left an impression on me.

No I started with FRLG and grew up with the original indigo league anime.
Lumineon is just a memorable concept being a flying fish, and I remember having to find it to get the complete dex so i could transfer all my gen 3 mons. You find it in a very particular place so it stuck in my mind.
Unlike shit like Stantler which is just a fuckin dear you find in the unassuming not specified forest past the Sudowoodo to get to Ecruteak. It doesn't even spam confuse hax like your stereotypical forest dear monster in RPGs.
