It’s the reverse of last time.

like if Gen 10 is set in a new Japanese region then it wouldn’t make much sense for Kitakamian Sinistea to be hanging around, because they aren’t in Kitakami. but it makes total sense for Poltchageist to be around, because there’s nothing restricting where Poltchageist is found.

That describes literally every Pokémon. They have no reason to exist other than someone decided to create and include them.
