the gyms would have a rank, but depending on how many badges the player has the gym would have a stronger or weaker team. however the gyms would be limited to how low or high they can scale depending on their rank
gym 1: gym 1 to gym 2 difficulty
gym 2: gym 1 to gym 3 difficulty
gym 3: gym 2 to gym 4 difficulty
gym 4: gym 3 to gym 5 difficulty
gym 5: gym 4 to gym 6 difficulty
gym 6: gym 5 to gym 7 difficulty
gym 7: gym 6 to gym 8 difficulty
gym 8: gym 7 to gym 8 difficulty
this would make it so that there isn't really a clear set order, while keeping the relative hierarchy of gym leaders
