>>54398468It has a recovery option and it's 160 nuke can change typing with Tera, so it trades reliable ground STAB for an Gigaton Hammer that can adapt with Tera, meaning it can wallbreak any type it wants. It's signature Ability allows it to even bypass ghost immunity if you don't Tera. Sure Steel/Rock resists but it has ground coverage to break through anyways.
Guts Facade is really the only thing base Ursaluna has over BM. But Blood Moon's Ability set isn't bad either, and really doesn't have to committ to flame Orb and thus have a lot more bulk and a better item. Bullet Proof minimizes it's crippling weakness when you consider both Focus Blast and Aura Sphere are nulled by it, making it hard for special attackers like Iron Valiant special sets or Gslowking to break through it. It's also immune to shit like Pyro Ball so Cinderace has to committ to High Jump Kick. Intimidate will always be fantastic and it increases its massive def/hp bulk, and allows it to effectively be a bulky physical attacker. And we already discussed why Scrappy is always good on this thing.
The only major downside is the typing (Might be the intended heel for this thing) and it's naturally slow speed stat. But the former hasn't stopped many mons in the past especially in a Tera heavy format and speed doesn't matter when you can outbulk and tremendously chip majority of the meta game.
Will it be top 10 OU? No. However it's very disingenuous to say it's outright worse than Ursaluna. And I predict I'll see better play since it's objectively much bulker and has more use cases that doesn't rely on Trick Room, which already has counterplay to begin with.
