The alternative was showing Moltres's pathetic encounter location of just randomly in the middle of Victory Road and not it's own dungeon.

That being said, the Power Plant has no memorable characteristics to it.

The map you posted is "Babby learns to use RPG Maker 2000 default tileset". It's not complex, it's shit. Every Pokemon dungeon is shit without exception.

Here's cerulean cave straightened out. Four stairs that loop back to the first floor and one that's a jaunty trek to Mewtwo.

Maps take up very little space, anon. They're not too different from sprites taking from a pallet. Here's one on the same system that came out years before Pokemon did.
