Might just be me though, but gamefreak wouldn't be making a giant skelly bones monster even during 1997 or 1998 when we got some pretty weird stuff like (popularly) lavender town and team rocket killing marowak just too name a few around that time.

I get the impression that the target audience for gen 1 was a bit older, around 10 years old, and they started aiming lower when they saw who went apeshit during Pokemania.
