My theory is that GF decided against it in the end due to it having way too frail defenses for a final boss, on top of it being weak to the STABs of Infernape and Torterra(and being outsped by the former). Garchomp by contrats, resists fire and water, and takes neutral damage from grass, and all 3 starters' secondary types, on top of being bulkier than luke. And while u could in theory teach ice beam to empoleon, garchomp can outspeed and kill with EQ or brick break
