A Pokemon's need to improve can exceed a trainers ability and while a human might end the partnership there a Pokemon will not sever a bond that easily.
The Pokemon will then endeavor to "train" the trainer as it were, trying to show off better tactics in battle and disobeying orders it feels are subpar.
