I'll also be honest, I didn't like the Link's Awakening art direction either, but at least it was a coherent style -- the entire game was textured and tilt-shifted to look like a clay diorama. There was at least some thought put into the visual character of the game, and even if I dislike it, at least it comes off as a project with clear direction.
What did Pokemon have? An ugly, kiddy style that isn't even cohesive (all overworld Pokemon look out of place relative to the human models, since the Pokemon are rendered with standard proportions). It looks lazy because it is. It's just the easiest, least inspired way to get this game across the finish line.
