First Thundurus and Tornadus were originally designed as a red oni and blue oni duo, but then they were changed to Raijin and Fuujin and had Inari tacked on. Except thematically Landorus doesn't have much to do with Inari.
And then Gamefreak came up with the Therian forms based on the four beasts, the Azure Dragon, Vermilion Bird, White Tiger, and Black Tortoise. Except the colors of everything except Thundurus are wrong, and it took another 10 years to introduce the Black Tortoise equivalent who's in a completely unrelated region.
Oh and everyone outside Japan just calls them genies.
