this thing has a super high bst for some reason, it's just badly distributed onto a slow ice type with no moves or abilities

It's a mid to late game 3 stage line, it'd be weirder if its BST wasn't high.

It has a higher bst than any starter pokemon except Swampert, which it’s tied with. They definitely intended it to be strong, except its stat distribution has 95 attack and 79 speed for some reason.

N's sixth Pokemon should have been Darmanitan, like in the game's intro.
It's reasonably strong for a boss (provided they wouldn't give it Zen Mode) and no other major trainer uses it.
