Sure. That doesn't mean it also isn't the start of many things that make the later games awful. Casualization with stuff like arbitrarily locking each gym leader to no more than 3 mons, railroaded region, ugly lazy Pokemon designs, cut even more stuff than Gen 3 and 4 did but at least tries to make up for some of it with alternatives.
