GSC curve was always criticized (mainly due wild mons being lower level the the bosses and Kanto being a plateau until Blue/Red, but it wasn't considered a game-breaking flaw until shills decided to nitpick older gens to deflect form how shit newer games were.

It was A criticism, but it was infrequently the main one people used as their primary peeve with the game. However, as soon as another remake came out that just so happened to be contentious, it just so happened to be used much more frequently.

This. It's a flaw (Though not the way it's usually being presented as an issue of difficulty, when that's not the problem.), but it's not something that ruins the game.
Every game in the franchise has flaws, some of them more than others, and Gen 2 is no different in that regard.
On the plus side though, with level curve being the primary flaw with Gen 2, it's something that doesn't really matter on repeated playthroughs, it's near exclusively an issue for new players and maybe some challenge runs lie Nuzlockes, but those are outside of the scope of normal gameplay anyways.
A new player (Especially kids who got GSC as a kid might want to swap Pokemon for something new they found, which means either having to grind or hauling around a dead weight for a very extended period (Exp. Share doesn't help much either, it comes late and isn't the most obvious thing to find) and this is where the level curve starts to be an issue.
When you do repeated playthroughs, you generally already know what your team looks like, so there is no issue.
You'll be mid-50's for Blue and Red, and that's it. Red is the final boss who isn't protected by a gauntlet of assholes, he's meant to be overleveled compared to you so you actually strategise. (Plus stat exp and shit will always somewhat bridge that gap.)

XY were bad games, but people cut GF slack because it was their first 3D games. Once ORAS was also bad people's leniency was gone and people became critical of GF in general, including going back and reviewing older works that people were okay with ignoring the problems with due to how good the rest of the games were.

There was no criticism towards Game Freak because their additions to XY were seen as high quality and outdue, and that its shortcomings would be fixed like every other first version in the enhanced verison

This might have been part of the "was pokemon ever good?" backlash that started after Gamefreak began consistently fumbling entries.

Gen 2 is different because its flaws are significantly more detrimental to its game than any other gen. It's not even close really, it's just a complete mess of bad game design with no real redeeming quality apart from "soul" which just mean nostalgia.
