Tajiri's vision may be to have them reflect the relationship to pet/owners, but the games and anime's vision is to have them as equals to humans that work together.

See picrel for an example that is a direct obvious parallel of the quest used in Legends, this quest itself being a reference to a line of dialog about pokemon and humans marrying each other in Gen 4.
