Originally Wartortle evolved into a bigger version of itself and Blastoise was part of a 2 stage line, but due to the similarity of concepts as well as Wartortle's evo literally being a case of it just gets bigger, Blastoise's prevo was cut and it replaced the original big Wartortle as the final stage of Squirtle. They really should have added a bit of fluff to it.
