It's the Urshifu and the Calyrex effect - they made two really powerful legendary Pokémon exclusive to the DLC so that competitive players had a reason to buy them, and so that they would be showcased at the big Pokémon events as a way to promote the mons.
The more popular they are in competitive, the more memes there are around them, and the more they are seen by the public.
