Probably because, like SwSh, you can do the DLC at any point during the game and it would make no sense for Arven or Penny to go during their stories.

Because GF is lazy as fuck. You can do the DLC at any point of the game, so they didn't want to include an option for if you finished the game and have them come along instead.
They will probably appear in the second part of the DLC since you need to have beaten the game for it, but according to Khu they won't have any significant role and can be completely ignored if you want to.
It's such a shame, man. They're a fun group. Area Zero felt like a teaser for more adventures with them, but guess we're not getting that. Unless we are really getting a whole second DLC.
