It's kinda ironic, Johto's level curve is ideal for nuzlockes and other playstyles where you use more than six Pokemon because there are a lot of trainers for you to raise your low leveled Pokemon against (gyms 5-7). However, I will admit that the Pokemon from Ice Path onward are terribly under-leveled at a point in the game that you really need all the XP you can get to prepare for the elite four.
