For Ursaring being bipedal worked out for it, or was perhaps vestigial from teddiursa. Ursaluna goes to being a quadruped because it's filling the role a real life bear would fill.
Which, by the way, bears can stand and even walk around a bit, but they mostly walk on all fours. so it's not hard to see how a fictional bear line would swap between the two.
