If the wild Pokemon is approximately the same level as your team (which the devs could reasonably estimate ahead of time, perhaps with simulations and/or algorithms) then it would be easier to slot them in. If they are low level they can’t contribute and would require training. Too high level and they wouldn’t listen to you due to the level cap.

In a traditional game if you skip over route 1 Timmy, then come back to fight him after 6 badges, his team will be at level 5 still. Then after VS Seeker rematches he will eventually get to level 40, which might be the cap at 6 badges. With scaling, if you come back to Timmy after 6 badges he would already be at 40, and you could VS Seeker him for training/money and he would continually be at 40, until you get another badge. Generally (aside from some endgames), I don’t think the level curve in Pokemon requires or expects you to refight trainers. With that said, what would be the material difference between Timmy going 5, 10, 20, 40 vs. 40, 40, 40?
