This is less extreme than them standing out in the open, because this actually does require side tracking if you're going anywhere useful.

Compare that to Gen 1 legendaries, whom all stand there very calmly as you approach. Not really much better than Gen 5's legendaries, but at least you can miss all except the box. I only found them through pure happenchance.

I'm beginning to realize that BW2 actually was pretty cool with its legendary encounters, because they all get introductions. Virizon is intentionally seeking you out to challenge you in a fight, Latios and Latias try to flee from you, etc etc.
