That's a drawing of Hypno, Ogerpon doesn't even have arms. You can't argue this is an interpretation either because the loyal three look spot on.

Ogerpon really WAS a malicious monster originally, but Kieran viewing it as a cool and powerful Pokemon and his desires to be just like it, combined with the proximity to the Tera Crystals of Kitakami, caused reality to be revised to better suit Kieran's beliefs.
Thus, Ogerpon was made into a dindu waifu, and the Loyal Three were made to be vile, greedy and heartless.
It's even more evident when the Loyal Three end up reviving out of nowhere, but specifically in direct response to Kieran's building spite over (You) and Carmine keeping your encounter with Ogerpon a secret.

Btw, if you actually played the game, you'd know that the crystals on the mask are rumored to bring things back from the dead, but that couldn't be what happened, not, it's a crystal conspiracy that involves the world being a figment of Kierans imagination right?
