>>54484118That's because baby Pokémon weren't created for any practical purpose, Game Freak just happened to retroactively start using them much later on. they break the most basic RPG rule of more work giving you a stronger monster, because you have to bred them from the evolved forms. Crystal puts a small bandage on this with the Odd Egg, but you only get one and its random chance so if its a shitter like Igglybuff you're shit out of luck because while Crystal did some incredibly based things like letting you get Teddiursa and Phanpy early, they removed Mareep (one of the best electric types), and moved Magmar (one of the best Fire types) to Mt Silver, so if you were hoping for Elekid or Magby to fill the void then tough shit for you I guess. Simply having rare wild baby Pokemon from the beginning, or even being able to find and raise abandoned wild eggs would solve this but they never even considered the later and didn't think to do the former until 2 gens later and even then they managed to screw that up with Mantyke being impossibly late, Munchlax being impossible to find, Chingiling being an even shittier version one of the biggest shitmons ever, and Happiny LYING to you about how to evolve it.
As to why baby pokemon exist? maybe Gen 2 was just so full of meta-defining monstrosities like Unown and Delibird that babies were need to curb the power creep, or maybe the combined Eldritch horror of Meganium, Bellossum, Sunflora, Cursola and Lanturn were too edgy so babies were needed to make Gen 2 more kid-friendly.
