ashime shit doesn't count outside of Giovanni, who himself just completely gives up after being defeated in his gym. Which itself is indicative of how easily the team is thwarted and how they accomplish literally nothing. And Giovanni, despite the cool design and having one really good scene in HGSS, is himself just kind of boring. It's sad that a character like that is the only thing that really makes the team notable, I mean just look how pathetic they are without him in the following generation (despite, ironically, making a larger impact on the world without their charismatic leader). I generally also don't care for the nostalgia pandering they pull using Rocket, Rainbow Rocket was a fucking awful idea.
The best evil team is Galactic. Despite the silly outfits they actually manage to feel like a powerful presence throughout the story because they constantly take major victories from under your nose. Cyrus is kind of shit, but really most of the evil team leaders are. Special mention also goes to Ghetsis specifically for being hilariously sociopathic and him just straight up attempting to murder your character.
Anyway my favorite Pokemon is Froslass.
