Is it really okay for this outsider to be a member of Hoenn's Elite 4? She ought to go to where she came from and become a Trial Captain or something.

Norman moved there from Johto and became a gym leader and the player character did too and still has a shot at becoming champion. I don't think you have to be a native to the region to hold a position there. Why would you?

The dragon tamer clans are all from Paldea.
Kabu is from Hoenn (probably Flannery's dad).
Unova and Sinnoh have people constantly crossing.

To be fair their world was probably extremely tribal 200 years prior but come on.

a good half of the Pokemon League in Hoenn are either foreigners or kids who were newly appointed. There's Wattson, Winona, Wallace (in RS) for Gym Leaders. I'm unsure if it states anywhere how long the E4 have been there but they seem old enough minus Phoebe that they've probably been there a while

I guess it's not so surprising given what Hoenn trainers have to work with. Practically anyone could drift in with a mid pokemon that has a movepool and dominate.

Because Japan isn't mknoethnic in the least.
The area Hoenn is based in remained fiercley independent from mainland Japan until like a 100 years ago.
They have more in common with Taiwan and neither really accept Japanese or Chinese claims over them.
