In fact, because of Tera, these 3 Pokemon more often than not become non-Ice types while retaining their one upside of Ice STAB.
Even without Tera, all these Ice types would prefer to be something else. What they gain in Ice STAB (which is really overrated. You’re resisted by 3 incredibly strong types which makes it far less useful than people make it out to be) is not worth the 25% damage to Stealth Rock, 1 resistance, and weakness to 3 good offensive types and common priority.
If Chien-Pao was say Fairy/Dark with Play Rough, it would be vastily superior and outclass Zacian-H beyond technicality and even be able to compete with Zacian-C. It’s Attack is effectively 176 after its ability and unlike Zacian it gets STAB priority. It no long needs boots or heavy rapid spin support to be a successful Pokemon. Hell Fairy is also better STAB in this case, hitting nearly everything Ice would hit (besides fringe cases like Amongus and Clodsire which neither are an issue anyways) and then hits Pokemon like Kingambit for better damage.
Iron Bundle, who already is shown to have been better if they had a different type when Flutter Mane exists. It was banned first and still remains far higher ranked in Ubers than Iron Bundle. This is despite the fact that nothing resists Freeze-Dry + Water, is faster than Flutter Mane, has the more useful Def which helps against priority, and even has pivot moves. Water is even the best type to compliment Ice defensively too. Flutter Mane is just better anyways because it’s more flexible in teambuilding thanks to its typing.
And we also know Bax would be better with an Electric/Dragon typing with Electric versions if its Ice moves and Electric type Ice Body. Being just a mini-Kyurem-B who is worse than its unfused counterpart.
