Like in a Stadium where you just put the mons to fight each other.
Maybe with an easy way to click new sets for testing.
It could also be hosted on the web to have some kind of shoddy net battle.
The tiering itself could be based on something like usage and the community
could vote out unhealthy things if they agree on things.
Would be better for balance than the current system where the idea of balancing
is just completely removing mons from the game in the next edition and arbitrarily
disallowing threats like the mighty Phione or Chatot.
