First of all “KANTROON” Pokémon are always the first to get everything good so whether or not they’re deserving is irrelevant.
Secondly, this particular KANTROON Mon was given a special snowflake super saiyan Giga form, so Game Freak has shown precedent to giving Kingler things
Thirdly would bug even be good for it? If not then your reasoning falls apart. “KANTROON Mons don't deserve anything” only works if you consider getting the Bug type valuable enough that it should be withheld from undeserving pokemon
