hmmm.. I would guess so, but I don't think she's low on rags. That or it's a stylistic choice, cause if we see in pokemon masters, she has other outfits that seem much better made like the mimikyu outfit or her Sygna Suit (which I must admit looks really nice.)

My headcanon is that, sometime after the events of the games, once she's grown up a little more, Acerola vacates her position in the Alola Elite Four and challenges the Alola Pokemon League, taking the champion title for herself. She's royalty, after all. It's in her blood. She also goes on to have like five kids, all of whom have long and fruitful lives, ensuring that the royal bloodline endures.
