The DLC did polish a few things that they likely meant for the base game but didn't have time to finish (the Smart Rotom cover showing up in the Y button features, the extra features in camera mode parts of which were given to everyone for free via update), and made the game a bit less laggy at least in Paldea (I know some people claim they didn't, but maybe it depends on the console, on mine I did notice a difference it lags less in areas where previously it was almost unplayable).
They started to release DLCs specifically to be able to move to development of the next Gen sooner without third titles in the way and buy time (and judging by SV, it is still not enough).
