Ruby and Sapphire like it or not had a relatively unique formula compared to gen 1/2. Every other game is just copying it for the sake of it.

Those things are easily available to everyone so they will be more popular, simple as. Pokemon does not have this problem. All Pokemon games are equally available and each individual game sold a lot, it's a series where judging by popularity is completely fine. Human instincts gave a pass to Kanto and Sinnoh while rejecting slop like Kalos, simple as.
