It can’t even be anti-johto basis since Game Freak has actually been giving Gen2 a lot of love recently via new evos+eviolite access, and some good new moves, and paradox’s regional if you want to count those. But Ledian has been banned from every non remake Switch game. Seems like they just hate Ledian in particular for some reason.

I'll be convinced if Meganium gets something worthwhile. Don't get be wrong, but even though Pollen Puff is a step in the right direction it needs more.

What's with this mindset recently of "GF hates X" because they're weak in today's insanely powercrept meta? Ledian is a route 1 bug Pokemon designed in an age where we didn't even have natures or EVs, let alone online battling.
Taking every shitmon as a personal attack just feels like trying to start gen wars on purpose. Ledian sucks because it was made before GF made minmaxed starters and broken abilities and insane signature moves. Not every Pokemon needs a competitive niche or regional or gimmick form.

mainly because Game Freak has shown that they are willing and able to update older Pokemon (the ur example being CHARIZARD), yet chose to leave several as irredeemable shitmons.
Though recently Game Freak seems especially willing to spend some time buffing shitmons, even the infamous Johto starters seem to be allowed get nice things now, with Meganium getting Pollen Puff and Typhlosion being allowed getting Shadow Ball from its hisuain form (and I'm giving Game Freak the benefit of the doubt and assuming that Typhlosion will get Scorching Sands when its a TM again). Though there's still a blatant hierarchy considering all the broken stuff the Sinnoh Starters got.

Ledian evolves at Level 18 without a movepool restriction.
Orbeetle evolves at Level 30 and is stuck with four moves level up
Ledian is in the Fast EXP group and Orbeetle is in the Medium Fsst EXP group.
Orbeetle takes more effort to evolve so it should be stronger.

How would you fix the Five Star Pokémon?
Make it Diet Scizor with Bug/Steel and Bullet Punch/Meteor Mash on Iron Fist?
Make it a Bug/Fairy and give it a Fairy Punching move to go with the "star" idea?
Bug/Fire and Drought based on it's Pokedex entries about it powering up the more stars are out?

Kill yourself and take along with you all people of your kind. Ledian's actual role always was Screener/Agility-pass support. Give it prankster or something like a Wish or Screens on switch in instead of copying Drayano.

Ledian was hyper anus even in GSC. It doesn't even serve any in-game role that many other shitmon serve

Ledian:
A) Evolves too late to provide an early game power spike before you find better mons
B) Doesn't serve as an overstatted but manageable "boss encounter" like Onix
C) Doesn't help with any of the early gyms
D) Doesn't have any gimmick like Spinda
E) Isn't part of a joke like Farfetch'd

Garganacl seems better. The 15 stat point difference does not matter because Gigalith has 15 higher sp. atk that it will never use.
Garganacl's ability is crazy, and salt cure is pretty good.

Poochyena and Mightyena are mostly just dogs, there is some hyena influence (and hyena is in the japanese names as well) but its completely secondary to them just being a dog with dog mannerisms.

It's pretty sad, yeah. There's few Pokemon this miserable. Like, if Ariados got an eviolite, that'd actually be pretty okay. But he has the stat distribution and moves he needs, even if his stats are low.

Just increase the Attack stat to something like 80.

Still keeps the "route 1 bug" status but is actually usable for the early game without having to go out of your way with EV training.
