If the paradox pokemon only showed up after the time machine was built, I could believe the time travel theory but the fact the books mentions sightings of these paradox pokemom years before the time machine is such a huge red herring that there is more going on.
I feel Terapogas is probably some monkey paw wish granter. Like how tera changes a pokemon’s type but only temporary. It makes people think their wishes came true. Not saying it’s on purpose, Terapogas probably wants to actually help people but is just barely not strong enough to so it has to compromise.
But at the same time this is Pokemon so watch it be not where near as deep as we think it will be
