this design is a fucking travesty. it's bad as a ghost type because nothing about the design looks like a ghost. it just looks like a grey primeape. notice how a lot of gjost types like Gastly, Duskull and Shuppet don't have legs or even arms and they have rather simplistic blob like bodies. those are good ghost type designs, they look like they could be ghosts

this design is also bad as a cross gen evo because it is nothing more than primeape with wacky anime hair. without context this could easily be a regional variant. it is a problem that applies to many other cross gen evos after gen 4 as well, such as wyrdeer and clodsire. meanwhile in gen 2 and 4, the cross gen evos actually felt like new pokemon. gamefreak is phoning it in with this new cross gen evos. it was a mistake just like the rest of SV
