Silver seeks strength just like Giovanni, but they have different goals. Silver hates Team Rocket but mistreats his pokemon to the point that he could be a member of Team Rocket. Also Silver's anger towards Giovanni may be due to the fact that he used to idolize Gio until Red defeated him.
