Gen 2 wasn't even planed, but they already had 8 years of experiece on that system.
Gen3 was release almost 2 year after the GBA release and dind't had anything special. Lot of other games from the GBA were superior than RS, and they couldn't even make the link cable work. They managed to make FRLG better, but literally everything else was already done (engine and lore) so they work as much as a hackrom maker did back them.
Gen 4 was release over 2 years after the NDS.
Then we got the gen 5 literally 5 months before the 3ds release.
And them SUN and MOON repeated this feat.
Gen 6 (XY) was almost 3 years after the 3DS release.
If they released Z at that date in 2016, Sun and Moon would either be released at a dead console, or became a lame ass port for the switch or be delayed even more, making us being still in gen 8 today (would be that bad).
That was the strategy card they played. Skiping one game to don't have a sell loss because the system was replaced.
If XY or Black White was released 1 year sooner each, we would have got Z.
Or maybe, if Black and White were delayed to became an 3DS game with full 3D instead of that pseudoshit, them XY would have been better developed, we would have got Z and Sun and Moon would have been a Switch game.
