As for scanlations, you need fan translators (which comes with interest and exposure to a given manga) and adequate raws (which comes from the ability to procure the magazine that the manga was published on). With the latter, a lot of it runs on magazines like CoroCoro Ichiban, which isn't exactly the easiest to procure if you are in the West. With the former, Nintendo manga mostly exist as short-term tie-ins to advertise the latest games (with a few exceptions there and there), so they aren't given much time to develop as a series and basically get no help in marketing.
ReBurst is really strange since it ran on Weekly Shonen Sunday (I think it's the only Pokemon manga to actually do this) and showed promise as a Pokemon series free from the constraints of kodomo restrictions/monthly releases, but it ended up doing pretty poorly and just faded out of the magazine a year into circulation (and even had its webpage for it removed by WSS). As for how such a title couldn't get scanlations? At the time, VIZ was fucking up scanlator groups by sending C-D letters and was strict on preventing WSS scans from being distributed online. So you have a manga that never performed that well in Japan, with external circumstances ensured that the growth of a fanbase overseas would be virtually impossible.
