I had already captured Suicune as it's a static encounter, and I used my only Master Ball on Entei, but for the life of me I could not capture that goddamn Raikou. I tried everything, including capturing a wild Golbat and levelling it up to the point where it learned Mean Look and wouldn't get OHKO'd by one of Raikou's STAB moves, and still nothing. Too this day, I wholeheartedly believe that this is the most mind-numbingly frustrating feature of any mainline Pokemon game. And this is coming from somebody who went out of his way to hunt for Munchlax in DPPt (which I was successful in doing btw). Needing to capture roaming legendaries is one thing, but when you're FORCED to capture multiple of them just to have a shot at capturing one of the box legendaries, that's downright fucked. Fuck these guys. I never did end up encountering that Ho-Oh...
