Lately they seem to be prioritizing typings that don't get the legendary treatment often, like poison, dark, and grass. (although they might be over-correcting on dark and grass, given how damn many of them there have been in the last few generations) They're probably trying to avoid a repeat of that era where every generation had a psychic mythical and three legendary dragons.
