I would indeed consider regional forms to be a species of each pokemon they relate to. So for example there’s 3 species of Meowth; National, Alolan, and Galarian
Although it is still possible they do indeed mean that despite being of similar origin its totally unrelated to basculin as we know it, which definitely still would be convergent evolution.. just on a much smaller scale.. which would honestly explain why Basculegion’s stripe/gender forms are so arbitrarily different than the base basculeigon, and why they can’t evolve
